

Who We Are
Mission: We are a social enterprise that provides individuals with criminal histories the opportunity to lead healthy, productive lives.
Since opening as a single halfway house in 1963, Pioneer Human Services has grown to approximately 50 programs across Washington State to meet the ever-increasing needs of our customers and communities. Today, we offer a broad range of programs that help people re-entering society from prison or jail and those who are overcoming chemical addiction and mental illness. We are proud to be the only organization in Washington State that offers an integrated array of treatment, housing, reentry, job training and employment services designed to serve this high-needs population. Despite our growth and progress over the last 50 years, our core values and purpose have not wavered. Everyone deserves an opportunity to achieve their potential.
What We Do
Pioneer Human Services offers treatments, housing and employment opportunities. Our Spokane facilities include:
Pathway House-Supportive housing services
The Carlyle- Low Income Housing
The Phoenix House is a transitional housing program that provides low-cost housing for adults with mental health issues (adults with children allowed). The program offers housing for up to six months, giving individuals ample time to look for permanent housing.
The Spokane Residential Reentry Center (SRRC) serves males and females who are in the custody of the Federal Bureau of Prisons, or under the supervision of the US Probation or the Pre-trial Services. The 40-bed facility houses males only, but supervises both males and females while on home confinement. Residents are required to be fully employed or enrolled in an education program, participate in recovery/counseling, complete in-house work details and meet all screening requirements for placement.
Pioneer Counseling Services in Spokane currently provides intensive outpatient services to individuals who are in the pre-conviction Spokane County Therapeutic Drug Court program. Patients who attend the program have a felony linked to substance use and many also have mental health conditions.
